rarext64.dll - When you right-click and select "Run as administrator" nothing happens.

I was having an issue where right-clicking to bring up the context menu and selecting "Run as administrator" would do nothing. After running ShellExView I disabled all of my extensions then rebooted and the context menu worked everywhere. I then re-enabled a few extensions at a time and rebooted until it quit working again. I discovered that WinRAR was the culprit.
